Ruto, Raila form five-member committee to oversee implementation of UDA-ODM MoU, NADCO report

President William Ruto and ODM leader Raila Odinga have formed a five-member committee to spearhead the implementation of their 10-point agenda, which stems from the March 2025 Memorandum of Understanding between UDA and ODM aimed at fostering national cohesion and inclusive development.

The committee, led by Agnes Zani as chairperson, will oversee the execution of the MoU and coordinate engagements with the public and key stakeholders to ensure the agenda reflects the needs and aspirations of all Kenyans.

Other members of the team include columnist and political commentator Gabriel Oguda, Fatuma Ibrahim, Kevin Kiarie and Javas Bigambo.

The agenda, which forms the basis of the cooperation between the two parties, seeks to address long-standing national challenges through the full implementation of the NADCO Report, promotion of inclusivity in public life, and protection and strengthening of devolution.

It also focuses on advancing youth livelihoods, upholding leadership and integrity, and safeguarding the constitutional right to peaceful assembly under Article 37, and including compensation for victims of past protests and riots.

Other key priorities include tackling the country’s growing national debt, intensifying the fight against corruption and improving government efficiency by curbing public resource wastage. The agenda also reaffirms the commitment to protecting the sovereignty of the people, entrenching the rule of law and upholding constitutionalism.

To support its work, the committee will be backed by a Joint Secretariat co-led by Executive Secretaries from both UDA and ODM. The two parties will fully fund and facilitate their operations.

“In executing its mandate under the guidance of the Principals, the Committee shall undertake inclusive and extensive consultations with members of the public and all relevant stakeholders, including the arms of Government, Government departments, independent commissions, civil society, religious institutions, and the private sector,” the leaders said in a statement.

The committee is expected to begin its work immediately and will provide progress reports to the Principals every two months. It will also brief a joint Kenya Kwanza–ODM Parliamentary Group on a quarterly basis, with the first sitting scheduled for August 18, 2025.

A final comprehensive report detailing the status of the MoU’s implementation will be released to the public on March 7, 2026, marking the one-year anniversary of the signing of the pact.
