Kenya ranked Africa’s top ICT regulator, 20th globally in ITU report

Kenya has been ranked as Africa’s top performer in ICT regulation, earning 93 out of 100 points in the latest global rankings by the International Telecommunication Union (ITU), and securing the continent’s leading spot.

The ITU, which is the UN’s specialised agency for information and communication technologies, ranked Kenya 20th globally out of 194 countries assessed, surpassing regional peers like Nigeria and South Africa.

Leading the global rankings was Italy with a perfect score of 100, followed by Lithuania with 99.5, and Finland and Ireland tied in third place with 99 points each.

Other African countries in the top 10 included Nigeria and South Africa, which came second and third on the continent with scores of 92 and 88 points, respectively, alongside Malawi, Egypt, Rwanda, Morocco, Uganda, Burkina Faso, and Senegal.

The ICT Regulatory Tracker assesses member countries based on several criteria, including the design and mandate of the national regulatory authority, the prevailing regulatory framework, and the robustness of competition policies.

In a statement, the Communications Authority of Kenya (CA) said the recognition underscores the country’s leadership in ICT regulation and innovation across Africa.

The Authority described the achievement as a testament to the government’s commitment to fostering a robust, technology-neutral regulatory environment that promotes innovation, affordability, and inclusive access to digital services.

"This ranking is a clear testament to the excellent work that CA has done in spearheading Kenya's digital transformation and driving digital access for all. At 25, CA's regulatory regime has attained maturity and gained global recognition," said the Principal Secretary for Broadcasting and Telecommunications, Steve Isaboke.

"This ranking shows that CA staff and leadership are executing their work diligently, added Isaboke.

According to CA, Kenya’s high score reflects its advanced fourth-generation (G4) regulatory framework, which the ITU praised as both competitive and inclusive.

CA Director-General David Mugonyi welcomed the recognition, noting that it came at an important time as CA prepares to celebrate its silver jubilee anniversary next month.

He emphasised that the authority’s facilitative approach has been instrumental in improving connectivity and consumer choice, benefiting both citizens and businesses across the country.
